The purpose of this position is to provide leadership and direction for the operation of the City's Human Resources Department. This is accomplished by developing and monitoring personnel policies, compensation and performance programs, coordinating the employment process, providing training, development, counseling and guidance services and serving as administrator for benefits, risk management and budget programs. Other duties may include interfacing with other City employees and citizens. This position reports directly to the City Manager and provides direction for other employees. This is an exempt position.
Extensive experience with developing and writing personnel policies, experience in developing and maintaining compensation and performance programs, writing job descriptions through the job evaluation process, assisting City departments with recruitment, interviewing and selection process, providing training, counseling and guidance services by promoting open communication, fostering positive employee relations, assisting in problem solving, supporting employees' growth thru education and training. Serving as administrator for benefits and risk management programs by planning, implementing and communicating information on all benefit/insurance programs while ensuring adequate coverage is in place. Administering all liability, property damage and workers' compensation claims, processing annual re-rate for such insurance while serving as contact person for all insurance matters. Serving as contact person for all lawsuits which involve employees of the City and obtaining correct legal representation through proper channels. Preparing and administering Human Resources Department budget and city insurance budget by planning, directing and coordinating cost containment data, estimates, schedules and reports. Helps facilitate employee functions such as Employee Christmas Party and Annual Employee Picnic.
